Jason Alfaro, Director of Parks and Recreation

Jason Alfaro joined the City of Victoria on May 26, 2020, and brings 17 years of experience in parks and recreation, capital improvement projects, master planning, and day-to-day operations of parks systems. 

Alfaro will lead the effort to develop a new Parks and Recreation master plan for the City of Victoria. He has been involved in parks master planning in three cities, most recently spearheading the process in his current role as director of Parks and Recreation for the City of Jersey Village. 

Alfaro oversaw the implementation of the City of Kingsville’s parks master plan when he was director of Parks and Recreation there. Prior to that, he held various roles with the City of Bastrop, starting in maintenance before being promoted to parks foreman and then superintendent of Parks and Recreation/Building Maintenance. During his time with the City of Bastrop, Alfaro participated in the development of two separate parks master plans. 

Alfaro is also a member of the National Recreation and Park Association and the Texas Recreation and Park Society.

Kimberly Zygmant, Assistant Director

Kimberly Zygmant started Nov. 16 with Victoria Parks and Recreation. Zygmant has more than nine years of experience in the field of recreation, including more than seven years of program management, policy writing, budgeting, strategic planning and supervisory experience. Her experience includes working as recreation facility manager with the City of Asheville, N.C., and working as a recreation leader with the City of Ocala, Fla., before being promoted to Discovery Center coordinator/supervisor. Zygmant also is a member of the National Recreation and Park Association and serves as the chair of the organization’s Young Professional Network Fam committee, a specialized professional development team. She also served as the organization’s 2019-2020 state association co-chair for the Young Professional Network.


Brittany Dworaczyk, Recreation Coordinator - Athletics

Brittany Dworaczyk joined the Parks and Recreation Department in July of 2019. She attended Texas A&M University and graduated in May of 2018 with her Bachelor’s Degree in Agricultural Leadership & Development. She was hired on as a Recreation Coordinator in order to help grow and develop sports leagues for the city. Sports she is responsible for include: Adult Slow Pitch, Adult Kickball, Youth Baseball, and Youth Fast Pitch. She is also responsible for field rentals and tournament bookings. Brittany is excited to bring her passion for sports to the City of Victoria!

Monty Webb, Parks Superintendent 

Monty started working in Parks and Recreation in 1995 after having worked almost 20 years in the concrete business. He came to Victoria with a vast knowledge in everything Parks related but is especially knowledgeable in ballfields and turf management. As the Parks Superintendent, he takes pride in training those under him and helping them to grow and develop their knowledge of the parks system. It really makes his day when he sees families out enjoying the parks and knowing that he and his crews contribute to those smiles. He has the ability to come up with logical but creative fixes for any problem that arises and is famously quoted for saying he uses his head for more than just a hat rack.

Kim Martin, Parks Foreman

Kim Martin is a California native who made Texas home in 2000 when she started working for Parks. She's worked in the Rose Garden, on mowers, and has played a monumental role within our maintenance crew, but prides herself most in making the parks clean and safe for everyone to enjoy. Her favorite aspect of her job is her ability to work outside on a normal basis and she likes that maintenance work keeps her on her toes. When not at work, Kim can usually be found working around her place or relaxing by the pool on a pretty Texas day.

Tommy Burger, Crew Leader

Tommy started working in Parks and Recreation as of March 2018 after working a number of years in the trucking industry. He is the Crew Leader that oversees the Adult Softball Complex, Youth Sports Complex, and Riverside fields, which gives him and his crew 19 ballfields to maintain, as well as the Community Center Park facilities. Tommy’s favorite time of the year is the Spring when baseball/softball season is running full throttle… it’s more work when so many fields are going at the same time, but there’s nothing like watching America’s favorite pastime knowing you’re responsible for facilitating it.

Michael Wursthorn

Michael Wursthorn, Crew Leader

Mike is a Louisiana native who joined the Parks Department in late 2015. Before working for Parks, Mike owned and operated his own business for over ten years. This experience and the work ethic that goes with it contributed to his rise among the crews that eventually earned him the Crew Leader position within our maintenance division. His job is focused on building, repairing, and maintaining parks, playgrounds, and splash pads to make our local parks safe, fun, and enjoyable for families any time of the  year.
